The following declaration has been drawn up by Every Action Counts (EAC) - a consortium of over twenty voluntary sector and non governmental organisations with social and environmental remits working together across England to encourage and deliver social and environment justice (www.everyactioncounts.org.uk). The declaration is based on a discussion between the Chief Executives of organisations taking part in EAC, the current Minister for the Cabinet Office and Chancellor of the Duchy of Lancaster, Ed Miliband, and the then Secretary of State for the Environment, Food and Rural Affairs, David Miliband which took place in Doncaster on 27th October 2006. At that meeting the following was agreed:
The purpose of the declaration therefore is to make a public statement and create a framework for change. The aim is that third sector organisations and EAC will make their contribution to reducing the negative impacts of climate change. The declaration has two main sections. The first section recognises the crucial role of the third sector and the importance of understanding the link between social justice and climate change reduction. The second section deals with the commitment of tackling climate change and provides a plan of action to be taken by those signing up to the declaration. The declaration has been written by Capacity, a non-governmental organisation and a member of the EAC consortium in association with members of the EAC Management Group.
